I am running the latest version of Adobe Photoshop 2023 on Monterey.
In the Timeline window > menu I no longer have the option to make frames from layers. How do I fix this?

I am on the latest PS 2024 and it's definitely there
but you obviously need to create a frame animation first (choose frame animation in the dropdown menu and THEN click on the "create frame animation" button
this is what happens when I choose "create frames from layers"
you can clearly see that all my layers have been turned into frames (compare with the previous screenshot when I didn't choose "create frames from layers" first.)

Make sure you are on Frame animation not Timeline animation first.

I just checked and it's definitely still there for me:
(windows 11 though)
Can you confirm you have multiple layers available and you're not in video animation mode?

In the middle of the Timeline panel click the dropdown and select Create Frame Animation, click on the words Create Frame Animation, then you should see the option to Make Frames from Layers.

I think most of those timeline commands are context sensitive, and will only be available if the context is correct. That is to say you need to start a Frame animation in the timeline. The command will not be available if the timeline is empty (has no frames).

I'm on the brand new Photoshop 2024 and also have no Make Frame From Layers in my hamburger menu, nor do I have any way of putting any frames into the timeline. I have the 6 images as layers but can't do anything with them.
Any ideas?

Your post already helped me... I was selecting "Create Frame Animation" but wasn't clicking that button. Once I clicked the actual button, it worked just fine. THANK YOU!.

I thank you very much for your help, but disagree that you "emphasised" it. Perhaps if you had put that entire step in ALL CAPS (instead of just "THEN" or boldfaceI might have noticed it. I didn't catch it until my third time coming back to this thread and seeing what@Alspawn1had discovered that I had missed.

I think the problem is mainly the Adobe instructions on this topic. They say select "Create Frame Annimation" but they don't say that you also have to click the pulldown label that you just enabled. This requirement is counter-intuitive and redundant, so of course nobody used to GUI interfaces does it. Adobe should either make it work normally or note that this step is required.

I agree with you on this.
The fact that the mistake is so common that I always point it out first is testament that everyone, at some point struggled with it.
See the help files lack some screenshots which would make it very useful

but let's be honest, it's an old feature (dating from CS6 if I remember well) that didn't get updated as far as I know.
I will definitely raise that to the team if I can.
